2019 2nd Quarter Members Meeting Minutes

Board Members in Attendance:

  • President: Johnny Anders
  • Vice President: Vlad Gorbenko
  • Treasurer: Gale Armstrong
  • Officer/Curb Inspection: Lisa & Philip Blair

Meeting Called to order: 7:00 pm


  • Open with silent prayer.
  • Welcome new residents.
  • Approve minutes from last meeting, April 16, 2019
    • Motion to approve, Johnny Anders
    • Seconded, Vlad Gorbenko

New Business:

  • Finance Report presented and reviewed by President
  • President Johnny Anders stated balances in checking account, savings account and CD.
  • He also stated that a transfer of $20,000.00 was made from the checking account into the savings account to reduce the high balance in the checking account.
  • Discuss Curb Inspection:
    • Lisa Blair presented curb inspection report. She explained the current statistics for each violation and stated that the biggest improvement was in fence compliance. Lisa also explained what an “unsightliness” violation was and when a resident may receive a violation for that offense.
    • A resident asked whose responsibility it was to cut the grass on Liberty? Johnny explained that the gentleman who owns the farmland is responsible for keeping that grass cut. Since that gentlemen is neglecting that area, Johnny explained that he called the city code enforcement department and they got it done.
    • Sandra Morrow, 2158 Republic, presented her story about her neighbor with two vicious dogs that have broken through their adjoining fence. One of the neighbor’s dog broke through and killed her kitten. Her neighbor has ignored this issue and has not offered an apology. Sandra wanted the community to be aware of these dogs and the potential for harm.
  • Visit with Attorney:
    • Johnny Anders, Vlad Gorbenko and Gale Armstrong went to visit a local attorney in Abilene to discuss the procedures required to change the Bylaws and Deed Restrictions.
    • Johnny explained that the attorney recommended keeping the current Bylaws and Deed Restrictions and not make any changes due to the complexities in those changes and the adverse legal effects if they are not done correctly. Also, the cost involved to make those changes could run as high as $20,000.
    • Johnny also explained that the attorney recommended not taking the open garage door violation out of the Deed Restrictions. It was our discretion as a Board whether to enforce the open garage door violation on the curb inspection.
  • Volunteers needed to join the Board
    • Johnny Anders stated that he would be resigning as President at the end of 2019.
    • Vlad Gorbenko also stated the he would be resigning as Vice President at the end of 2019.
    • Both Johnny and Vlad encouraged the residents to participate on the Board and to get involved.
    • Johnny also stated that the Secretary position on the Board is vacant and needs to be filled.

Open floor for Questions:

  • Several residents discussed fence issues.
  • Several residents discussed dog issues in HOA.
  • Johnny Anders asked if there was an interest in a community picnic. The majority of residents responded positively and a community picnic will be planned for some time in September.
