2018 3rd Quarter Members Meeting Minutes

December 30, 2018

Tuesday, October 23, 2018 at 7:00 p.m.

Location: Beltway North Room 111, Abilene, Texas

Board Members in Attendance:

  • Officer/Curb Inspector: OPEN

Members in attendance:

  • 30 Members present
  • 2 Renters present

Meeting called to order: 7:01 p.m.


  • Open with silent prayer
  • Guest Speaker from City of Abilene Animal Services
  • Approve minutes from last meeting (07/17/2018)
    • Resident motioned to approve
    • Resident seconded
    • Approved as presented

 New Business:

  • Guest Speaker from City of Abilene Animal Services
    • gov code of ordinances chapter 6 – pertains to dogs specifically – 6.6 addresses noise violations/nuisance
    • No leash laws – but have to be in voice command/heel – cannot be stray – all cats and dogs must have rabies vaccine by 16 weeks and must be licensed (vet takes care of this)
    • M-F 8-5, emergencies only after hours – call police – animal services # 325-698-0085
    • Dog on dog attacks – owner of attacked animal can file dangerous dog complaint
    • Dog on human attacks – can file dangerous dog – whether bite occurs or not
    • Dogs without id (collar or microchip) are held for 3 business days (including Saturday) and then made available for adoption (shelter microchips them)
  • Discuss the Deed Restrictions and their mandatory nature
    • What is the balance between being neighborly and the obligation to enforce the restrictive covenants?
    • Much discussion back and forth
  • Discuss last year’s progress in the neighborhood
    • Sprinkler system repair along Liberty and Independence
    • Tree trimming and removal
    • Re-planting and mulch for all planter beds
    • New outdoor furniture at the park
  • Planned for next year/future
    • Continue with sprinkler system updates (rain sensors, updating controller head units)
    • Zero-scaping for the median along Independence
    • Lighting updates at both entrances
    • Additional planting
    • Sidewalk to the new picnic table
  • Financial Report
    • Collected $3300 in late fees/unpaid dues – still $6800 outstanding
  • Brief presentation of the Texas Property Code and HOA’s legal standing in Texas
  • Board Election
    • Explain the election process and future for the HOA board
    • 100% for, 0 against
    • Resident motioned to approve 1 year term as presented
    • Resident seconded
    • Approved as presented and voted on by members present
  • Open floor for anyone with new business
    • No new business

Old Business:

  • Stop signs – Plymouth Rock intersection only at this time – city tells Johnny only this intersection will received signage at this time
  • Reminded everyone of new HOA phone (325-794-7957)
