2018 1st Quarter Members Meeting Minutes

January 19, 2018

Tuesday, January 16 2018 at 7:00pm

Location: Beltway Park Church North Campus, Abilene, Texas

Board Members in Attendance:

  • Officer/Curb Inspector: John Hernandez

Meeting called to order: 7:02pm


  1. Open with silent prayer
  2. Introduce New Residents; no new residents in attendance
  3. Approve minutes from last meeting (10/17/17)
    • Approved as presented


  1. Reviewed Budget Report for 2017
    • Vlad Gorbenko shared HPHA income and expenses for 2017 were discussed. Please email Nell Wood (hpha@gmail.com) if you would like to receive a copy of the financial statements.
    • Proposals for budget/capital projects for 2018
      • Tree trimming/removal in common area (currently in process)
      • Irrigation replacement and repair
      • Zero-scape on East Lake Road entrance
      • Fence repairs/maintenance and staining
      • Park bench upgrades/repairs
  2. Discuss common area upgrades
    • Johnny Anders informed the residence that the trees on Liberty entrance and other common areas have been trimmed and dead trees have been taken out.
    • The park will be receiving an update for park benches/tables in the spring.
    • The zero-scape project will be moving forward in the spring also.
  3. Discuss curb inspections
    • John Hernandez is the new board member/curb inspector.
    • Discussed that a process is in place to assess warnings and fines.

  4. Open floor for Residence feedback

New Business:

  • Guest Speaker: Officer Kenneth Welch
    • Invited to address burglaries that have happened in the neighborhood
    • Officer Welch says that he has not responded to and no reports have been filed in the last 3 months in our neighborhood.
    • No report is too small; if you don’t report, they don’t know it’s an issue.
    • Incidents can be reported online via Cop Logic on the APD website.
